With a view to cater to requirements of different categories of passengers served by Indian Railways, available reserved accommodation is distributed broadly under following types of reservation quotas:

14.   Duty Pass Serving/retired Railway employees travelling on Duty/Privilege/Post retirement complimentary passes etc. in specified trains 
15.   Railway Employees Designated Railway employees travelling on Duty in trains
16.   Yuva Unemployed persons between the age of 15 & 45
17.   Emergency Urgent travel requirement of High Official Requisition (HOR) holders, Members of Parliament, and general public

While booking reserved tickets through the website of Indian Railway Catering & Tourism Corporation(IRCTC), passengers can book tickets under General Quota, Ladies Quota, Foreign Tourist Quota, Premium Tatkal Quota, Tatkal Quota, Senior Citizen Quota, and Physically Handicapped (Divyangjan) Quota. In addition to the above quotas, accommodation can also be allotted under Reservation Against Cancellation(RAC) & Pooled Quota while booking reserved tickets through website of IRCTC. These reservation quotas constitute approximately 94% of total reserved accommodation available on Indian Railways, which can be booked both through internet as well as through computerised Passenger Reservation System (PRS) of Indian Railways.

To avoid any misuse, this facility is generally not extended for those quotas which require prior physical verification of documents. However, recently this facility has been extended to persons with disability, Press correspondents and Defence Personnel. Extension of such facilities to different categories of passengers is a continuous and ongoing exercise.

This information was given by the Minister of State of Railways, Shri Rajen Gohain in a written reply to a question in Rajya Sabha today.

Sub: Extension of retirement age of Doctors- Travel Entitlements reg.




In terms of Board’s letter No. E(P&A)1-2016/RT~16, dated 20/09/2018 & 17/10/2018, doctors belonging to IRMS and Dental Doctors-under the Ministry of Railways has been provided opportunity to serve the Government upto 65 years under certain conditions on their exercising the option of posting to a clinical post.

In this connection, it has been decided that those doctors belonging to IRMS and Dental Doctors under the Ministry of Railways who transferred to clinical duties on attaining the age of 62 years will carry their travel entitlements in the same manner as it was prior to such extension.

Attention is invited to this Ministry’s letters No. E(NG)II/2009/RC-1/SCR/39 dated 04.06.2010 (RBE No.80/2010) wherein Board had the power to consider appointment on compassionate grounds in Grade Pay Rs. 4200/- and above (Level-6 and Level-7 in 7th CPC Pay Matrix) where direct recruitment quota is 25% or lesser and para 2 of Board’s letter No. E(NG)II/1998/RC-1/64 dated 31.05.2011 (RBE No.77/2011) whereby these powers were delegated to General Managers.

2. It has now been decided by the Board that DRMs/CWMs/HODs may consider appointment on Compassionate grounds up to Level-6 of 7th CPC Pay Matrix. However, General Managers power to consider case of Level- 7 of 7th CPC Pay Matrix will remain the same.

Sub: Re-engagement of Retired Gazetted Officers in Exigencies of Services.
Ref: (1) PCPO/CR’s letter no. P/HQ/R/952 dated 21.08.2018.
(2) Board’s letter No.E(NG)-II/2007/RC-4/CORE/1 dated 16.10.17.

Keeping in view the difficulties being experienced by Zonal Railways due to vacant posts of Gazette Officers and with reference to letter at (1) above, Board (MS, FC & CRB) have approved re-engagement of retired officers in Junior Scale (only) as consultant in exigencies of the services against the vacant posts, with following conditions:

1. General Managers are empowered to re-engage the retired officers.

2. The Terms of Reference (ToR) of the work to be assigned shall be prepared and approved by GM and same shall be advertised as part of the application.

3. Railway shall give publicity to such re-engagement, by publishing such requirements on Railway website with the eligibility criteria & application form.

4. Suitability/Competency of the retired officer shall be adjudged before such re-engagement by a committee of three PHODs/CHODs/SAG as appointed by GM.

5. While re-engaging such officers, medical fitness of the appropriate category shall be obtained from the designated authorities as per existing practices.

6. The period of engagement shall be initially for one year and further extendable as per requirement.

7. Maximum age limit of the re-engagement shall be 65 years.

8. The engagement of consultant shall not be considered as a case of re-employment.

9. 12 days leave in a calendar year on pro-rata basis is admissible.

10. Re-engaged officer shall not be entitled for requisites such as HRA, CCA, Transport Allowance, Residential accommodation, etc. However, when required to travel in connection with official work, TA/DA admissible to regular employee working in the same Grade will be admissible.

11. The designation shall be consultant followed by (trade name) i.e Officer appointed against the post of ADEN may be designated as Consultant (Engg.)

12. Re-engaged officer shall be given the responsibilities like inspections, supervision, drawings, etc.

13. Re-engaged officer shall not be made in charge of the unit like Branch Officer in the Division or independent in charge in the Construction unit.

14. Re-engaged officer shall not be given the financial and D&AR powers and shall not be authorized to issue any safety certificate.

15. The consultant shall not divulge any information gathered by him/her during the period of assignment related to the organization to anyone who is not authorized to know/have the same.

16. Re-engaged officer shall be discharged immediately on joining of selected candidate(s) from UPSC or departmental selection or as per the recommendation of PHOD/CHOD concerned.

17. Monthly remuneration of a retired officers being re-engaged be determined by reducing Pension-from his/her last pay drawn (i.e. Basic Pay +DA).

18. This scheme is experimental in nature and is valid for two years from the date of issue of the letter.

This issues with the concurrence of Associate Finance of Transformation Cell of Railway Board.

Sub :- Grant of additional HRA to the Railway employees serving in the States of North Eastern Region, Andaman & Nicobar Islands, Lakshadweep Islands and Ladakh.

Consequent upon revision of rates of House Rent Allowance (HRA)/additional HRA w.e.f. 01.07.2017 vide Railway Board’s letter No. E(P&A)II-2017/HRA-7, dated 19.07.2017 (RBE No.71/2017) and letter of even number dated 08.11.2017 (RBE No.165/2017) respectively, it has been decided to grant additional HRA at old duty station w.e.f. 01.07.2017 to all those Railway employees who have been transferred to North Eastern Region, Andaman & Nicobar Islands, Lakshadweep Islands and Ladakh, prior to 01.07.2017 or after 01.07.2017 and continue to remain posted there after 01.07.2017, as under:-

(i) In case of Railway employees transferred to and posted from a date prior to 01.07.2017 who leave their families behind at the old duty station, the HRA of the old duty station will be calculated on the revised pay drawn on 01.07.2017 with the percentage of rates of HRA effective on 01.07.2017 as per Railway Board’s letter No. E(P&A)I1-2017/HRA-7, dated 19.07.2017 (RBE No.71/2017).

(ii) In case of Railway employees transferred to and posted from a date on or after 01.07.2017 who leave their families behind at the old duty station, the HRA of the old duty station will be calculated on the revised pay drawn on the date of transfer with the percentage rates of HRA effective on the date of transfer.

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub: Induction of Trackmen into other departments.

Para 179 (XV) of IREM Vol. I (Revised Edition-1989) provides for induction/transfer of Trackmen to Mechanical Engineering and Transportation (Power) Department, Traffic & Commercial Department and to the Works side of Engineering Department against 10% quota.

2. It is seen that the Railways have been experiencing difficulty in implementation of these instructions due to reliever(s) not being readily available in the Engineering Department. This has been considered by the Board. In order to ensure viable· implementation of these instructions, it has been decided that henceforth 10% of the proposed intake for recruitment in Level-l (erstwhile Group ‘D’) of all those departments where there is provision of induction of Trackmen against 10% quota, will be clubbed to recruit equivalent number of Trackmen in addition to the intake of Trackmen decided for the Engineering Department.

3 . Trackmen in Engineering Department should be laterally transferred to those departments whose 10% vacancies have been clubbed and utilized for recruitment of Trackmen. Other departments will be allowed to induct fresh personnel for the residual 90% of vacancies and also to meet their requirement through fresh personnel to the extent of deficiency not met through lateral transfer.

4. Terms and conditions of transfer of Trackmen to the ·above departments against this 10% quota as contained in Para 179 (XV) of IREM Vol. I (Revised Edition- 1989) remain unaltered with the reduced age limit of 38 years (reduced -vide Board’s letter No. E(NG)I-99/CFP/23(VOl.II) dated 14.11.2013).

5. Applications for lateral transfer of Trackmen to other departments,. should be called for department wise and applicants shortlisted on basis of seniority based on the length of service. Separate applications should be submitted for each such notification. The complete list of applicants should be displayed and also placed on the web page of the division. It is reiterated that for transfer to other departments, a Trackman/Gangman should be suitable in all respects . including possessing physical standards prescribed for recruitment to that Department/Workshop.

Sub: Appointment on compassionate grounds – Relaxation in upper age limit regarding.

Attention is invited to para IX (Authority competent to make appointments on compassionate grounds) and para VI(a) (Qualification and conditions to be fulfilled) Board’s letter dated 12.12.1990 which lays down that normally the persons seeking appointment on compassionate grounds should fulfil the conditions of eligibility regarding age and educational qualifications prescribed for appointment to the posts or grade concerned. However, the upper age limit may be freely relaxed on merits of the cases.

The lower age limit of 18 years normally required for appointment in Government may also be relaxed upto one year with the personal approval of the General Manager. Relaxation of the lower age limit beyond one year will require the approval of the Ministry of Railways. In making appointments on compassionate grounds, Divisional Railway Managers may relax age limit in the case of appointment to Group ‘D’ posts.

The issue of delegation of power to DRM/CWM regarding relaxation of upper age limit in making compassionate grounds appointment was under consideration in this office. It has now been decided by the Board that wherever DRM/CWM is competent to make the appointment on compassionate grounds, they may grant relaxation in upper age limit also.

Sub: Option to be submitted by Doctors belonging to IRMS and Dental Doctors under the Ministry of Railways to serve the Government upto 65 years – Reg.

Ref: 1. Ministry of Personnel, Public Grievances and Pensions (DoP&T)’s Notification No.GSR.767(E) dated 11.08.18 (Annexure A).
2. MoH&FW’s OM No.A.12034/4/2018-CHS.V dated 13.8.18 (Annexure B).

In supersession of orders contained in Board’s Letters of even number dated 31.05.16 (RBE No.57/2016) and 26.12.2017 (RBE No. 205/2017) and in accordance with the orders contained in the DoP&T’s Notification No. GSR.767(E) dated 11.08.18 amending Clause (bb) under FR 56 of the Fundamental Rules, 1922, the provisions in respect of age of superannuation of doctors of the Indian Railways Medical Service and Dental Doctors under the Ministry of Railways are modified as stated in the Notification.

2. The age of superannuation of Doctors belonging to IRMS and Dental Doctors under the Ministry of Railways shall be sixty-two (62) years unless they exercise the option of posting to a Clinical post depending upon their expertise and experience, as decided by the Competent Authority in the Ministry of Railways from time to time, in case they desire to continue in their service upto the age of sixty-five (65) years.

3. The serving doctors belonging to IRMS and Dental Doctors under the Ministry of Railways who have already attained the age of 62 years or will be attaining the age of 62 years within 6 months from the date of issue of these orders may exercise their option as per the enclosed format within a period of 30 days from the date of issue of these orders. All other doctors would, in future, be required to submit their option not less than 06 months before their attaining the age of 62 years. The Railway doctors should furnish their option through the Personnel Branches of their respective Railway administrations.

4. The serving doctors who fail to exercise the option within the period specified above shall stand superannuated from service on attaining the age of 62 years or on expiry of the period of 30 days from the date of issue of these orders, whichever is later.

5. Posting orders involving inter-Railway transfers and for those working in Boards office will be issued by the Railway Board. Orders of CMSs and CMDs in Zonal Railways who cross 62 years of age and opt to serve in a Clinical post and who are posted on the same Railway itself would be issued by the Zonal Railway administration themselves.

6. Copies of options exercised by the Railway doctors should be forwarded to the Board’s office (Secretary’s Confdl. Cell) for record and necessary action.

7. A list of administrative posts identified by the Ministry of Railways and designations of IRMS officers after 62 years is annexed (Annexure C).

8. These instructions are available online at www.indianrailways.gov.in.

9. These instructions may be brought to the notice of all doctors belonging to IRMS and Dental Doctors under the Ministry of Railways.

10. This issues with the concurrence of Finance Directorate of the Ministry of Railways.
