OFFICE MEMORANDUM

Subject: Nomination of Area Welfare Officers (AWOs) for the calendar years 2019 and 2020-regarding.

The Department of Personnel & Training nominate Gazetted Officers as Area Welfare Officers (AWOs) for residential colonies to look after the Welfare of Central Government employees and their families. Area Welfare Officer is only a functional arrangement to provide a link between the Central Government Employees residing in various colonies and the concerned civic and other agencies providing service to them. A list of functions of Area Welfare Officer is enclosed at Annexure-I. Criteria for selection of AWO are enclosed at Annexure-II. The functions of AWOs are official in nature and are performed by them on honorary and voluntary basis. Only those officers who are willing to function as Area Welfare Officer and can spare time for welfare work will be considered for nomination. The Area Welfare Officers serve as a vital link between the Government and residents in various matters relating to the welfare of Government employees residing in various colonies.

2. The tenure of the Area Welfare Officers shall be for a period of two years (w.e.f. 1.01.2019 to 31.12.2020) or till the services are required by the Government whichever is earlier. The Area Welfare Officers are entitled to use office stationery and service postage stamps etc. for discharging their duties as AWO. They are allowed to leave office, with prior permission, for meeting the civic/police authorities for solving the problems of the residents of their localities.

3. The applicant should not be an office bearer of any Central Government Residents Welfare Association or any other Central Government employees Association. Further, officers seeking nomination as AWO should preferably have a residential telephone/mobile number. No facility for re-imbursement of expenditure incurred on account of telephone rent/call chargers etc. will be admissible to the AWO nominated by DoPT.

4. Applications from those officers, who are willing to work in honorary and voluntary capacity, as Area Welfare Officers, duly recommended by the Department/administrative authority concerned may be forwarded and must reach the undersigned within 45 days from the date of issue of this O.M.

Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.07.2018 to 30.09.2018

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme- 1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.07.2018 to 30.09.2018, as worked out by IRDA based on the interest rate of 7.6% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. dated 17.07.2018, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. [Click to view the Benefit Table]

The second Table of Benefits for savings fund is based on a subscription of Rs. 10 p.m. those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990. [Click to view the Benefit Table]

3. While these orders are in respect of Table of Benefits for the period from 01.07.2018 to 30.09.2018, the Tables already issued for the first quarter and second quarter i.e. for the period 01.01.2018 to 30.06.2018 are also reproduced for the sake of convenience and consolidation.

4. In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller & Auditor General Of India.

Sub: Scheme of Promotion of Adventure Sports & Similar Activities amongst Central Government Employees – Programmes to be organized by Youth Hostel Association of India.

Please refer to this Department’s Circular of even number dated 2.2.2018 on the above mentioned subject. According to recent judgement of Uttarkhand High Court, YHAI will not be able to organize National Himalayan Trekking & Training Programme, Roop Kund in Bugyal area of Uttarkhand during this year (Sr. No. 19 of the circular of even number dated 2.2.2018).

2. Accordingly YHAI is shifting all participants, who have enrolled for this programme to the following programmes, after their confirmation.

I. National Himalayan Trekking Expedition-2018, Valley of Flowers

II. National Himalayan Trekking Expedition-2018 Hampta Pass & Chandertal

AICPIN for the month of July 2018

The All India Consumer Price Index Numbers for Industrial Workers on base 2001=100 for the month of July 2018 is increased by 10 points and stands at 301.

Dearness Allowance for Central Government Employees (also Dearness Relief for Central Government Pensioners) is calculated based on All India Consumer Price Index Numbers declared by Labour Bureau under Ministry of Labour and Employment in the last day of every month.

DA and DR to existing employees and pensioners is being given twice in a year, i.e., Jan to Jun and Jul to Dec.

This year first instalment of DA and DR from January to June 2018 approved by the Cabinet Committee and waiting for Finance Ministry Notification.

2% Additional DA from July 2018 Cabinet Approved Today

Today Union Cabinet approved to hike 2% Additional DA & DR for CG Employees and Pensioners with effect from July 2018

Cabinet approves additional 2 percent Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1st July, 2018

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).

This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Subject: Change of date of holiday on account of Id-u-Zuha (Bakrid) during 2018 for all Central Government administrative offices located at Delhi / New Delhi.

As per list of holidays circulated vide this Ministry’s O.M.No.12/3/2017-JCA-2 dated the 14th June, 2017, the holiday on account of Id-ul-Zuha (Bakrid) falls on Wednesday the 22nd August, 2018. It has been brought to notice of this Ministry that in Delhi Id-ul-Zuha will be celebrated on 23rd August, 2018. Accordingly, it has been decided to shift the holiday to 23rd August, 2018 in place of 22nd August, 2018 as notified earlier, for all Central Government administrative offices at Delhi / New Delhi.

2. For Offices outside Delhi / New Delhi the Employees Coordination Committees or Head of Offices (where such Committees are not functioning) can decide the date depending upon the decision of the concerned State Government.

FINANCE be pleased to state:-

(a) the details of drawbacks of the New Pension Scheme (NPS) introduced for the Government officials;
(b) whether the NPS is not as beneficial monetarily as the Old Pension Scheme (OPS) and if so, the details thereof;
(c) whether the Government employees are disgruntled with the NPS and if so, the details thereof; and
(d) whether the Government proposes to reintroduce the OPS replacing the NPS, if so, the details thereof and the action taken by the Government in this regard?

ANSWER
The Minister of State in the Ministry of Finance

(a) & (b) National Pension System (NPS) has been designed giving utmost importance to the welfare of the subscribers. Government has made a conscious move to shift from the defined benefit pension scheme to defined contribution pension scheme i.e. NPS, due to rising and unsustainable pension bill. There are a number of benefits available to the employees under NPS. Some of the benefits are enlisted below:

• NPS is a well designed pension system managed through an unbundled architecture involving intermediaries appointed by the Pension Fund Regulatory and Development Authority (PFRDA) viz. pension funds, custodian, central record keeping and accounting agency, National Pension System Trust, trustee bank, points of presence and Annuity service providers. It is prudently regulated by PFRDA which is a statutory regulatory body established to promote old age income security and to protect the interest of subscribers of NPS.

• The pension wealth which accumulates over a period of time till retirement grows with a compounding effect. The all-in-costs of the institutional architecture of NPS are among the lowest in the world.

• Contribution made to the NPS Tier-I account is eligible for tax deduction under the Income Tax Act, 1961. An additional tax rebate of Rs.50000 is also allowed for contributions made to NPS Tier-I under Section 80CCD (1B) of the Income Tax Act, 1961.

• Subscribers can withdraw up to 25% of their own contributions before attaining age of superannuation, subject to certain conditions. Further, PFRDA vide “PFRDA (Exits and Withdrawals under the NPS) (First Amendment) Regulations, 2017” dated 10.08.2017 has liberalized norms for partial withdrawals which also include reduction of requirement of minimum years of being enrolled under NPS from 10 years to 3 years from the date of joining.
• PFRDA has increased the maximum age limit from 60 years to 65 years for joining NPS-All Citizen Model and Corporate Sector Model, vide “PFRDA (Exits and Withdrawals under the NPS) (Second Amendment) Regulations, 2017” dated 06.10.2017.

• PFRDA vide “PFRDA (Exits and Withdrawals under the NPS) (Third Amendment) Regulations, 2018” dated 02.02.2018 has facilitated easy exit & withdrawal in case of disability and incapacitation of the subscriber covered under NPS.
• Transparency and Portability is ensured through online access of the pension account by the NPS subscribers, across all geographical locations and portability of employments.

(c) & (d) Representations have been received which inter alia also include the demand that the Government may revert to old defined benefit pension system. However, due to rising and unsustainable pension bill and competing claims on the fiscal, there is no proposal to replace the NPS with old pension scheme in respect of Central Government employees recruited on or after 01.01.2004.
