Bank Wage Revision: 10th Bipartite Wage Hike 15% – IBA’s Initial Offer 2%

• UFBU REJECTS IBA’s INITIAL OFFER OF 2% HIKE IN WAGE BILL
• DECIDES TO RESORT TO AGITION AND STRIKE ACTIONS
• HOLD MASSIVE DEMONSTRATIONS ALL OVER THE COUNTRY ON 8th/9th MAY
• GET READY FOR 48 HOURS CONTINUOUS STRIKE BY END OF MAY, 2018

“The much delayed negotiations with IBA on our Charter of Demands for wage revision re-commenced on 5th May, 2018 after a gap of nearly six months.

IBA team was led by Shri R.K. Takkar, MD, UCO Bank & Chairman of Negotiating Committee, Shri V.G. Kannan, Chief Executive, IBA, Shri P.S. Jayakumar, MD, Bank of Baroda, Shri Rajkiran Rai, MD, Union Bank of India, Shri Shyam Srinivasan, MD, Federal Bank and Shri S.K. Kakkar, Senior Advisor-HRA, IBA. UFBU was represented by leaders of our nine constituent unions.

Medical Insurance Scheme: The IBA insisted that representatives of UFBU should be part of the Committee to appoint the broker/service provider for administration of the Medical Insurance Scheme. We flatly refused to be part of that Committee since appointment of the Broker is not part of our Settlement and Unions are not to be involved in the same. However, we informed IBA that UFBU will be willing to discuss the problems faced by employees, officers and retirees to ensure that the scheme is implemented without any hassle. It has been decided to discuss the issue further.

Wage increase: We insisted that in view of the inordinate delay since the last meeting, the IBA should come out with their initial offer so that further negotiations can take place and finality reached expeditiously. We pointed out that Government/Finance Ministry have been repeatedly advising all Banks and IBA to expedite the wage revision process but the matter is being delayed. IBA stated that the Banks are facing increasing stress on profitability and the position of the Banks are not that good and this should be kept in mind while discussing the demands for wage revision. We stated that all the Banks are earning Operating Profits and it is only because of huge apportionment towards provisions for bad loans that Banks’ profitability is getting eroded and this in no way can be attributed to the employees and officers working in the Banks. Hence we demanded that there should be adequate and satisfactory wage revision.

However, IBA informed that looking to the present position of the Banks, there are constraints on their part and hence made their initial offer of 2% hike over the total Wage Bill as on 31-3-2017.

We informed the IBA that in the 10th Bipartite settlement, there was increase of 15% hike in wage bill and hence this offer of IBA is highly disappointing and totally unacceptable even as an initial offer.

We demanded that IBA should improve their initial offer so that the matter can be further negotiated to reach a mutually acceptable settlement with satisfactory and adequate wage increase.

IBA regretted their inability to improve their initial offer and hence UFBU outrightly rejected their offer and informed them that UFBU would be compelled to resort to agitational progrmames to press our reasonable demands.

UFBU Meeting: Thereafter, meeting of the UFBU was held and it was decided that the very meager offer of IBA should be brought to the attention of the Finance Ministry for their intervention and at the same time UFBU should commence agitational programmes.

Programme: 8th or 9 th May, 2018

Massive demonstrations all over the country before bank branches either during lunch time or after office hours. In bigger towns and cities, centralised demonstrations should be held.

By end of May, 2018, 2 Days/48 hours continuous Strike action preceded by other agitational programmes. (Dates of the strike will be informed next week after waiting for the response of the Government)

Comrades, we have been exercising utmost patience in pursuing our demands but perhaps IBA and Government have taken it as our weakness. It is time to show our unity and united resentment against the unreasonable approach of the IBA and the casual attitude of the Government in resolving our genuine demands for wage revision. Forge total unity, make the protest demonstrations massive in all places and await our call for strike action.”

UFBU to hold Dharna before Parliament on 21.3.2018

UFBU TO HOLD DHARNA BEFORE PARLIAMENT AT NEW DELHI ON THE 21ST MARCH, 2018 DEMANDING ACTION ON ALL THOSE WHO ARE INVOLVED IN PNB FRAUD

• UFBU TO HOLD DHARNA BEFORE PARLIAMENT AT NEW DELHI ON THE 21ST MARCH, 2018 DEMANDING ACTION ON ALL THOSE WHO ARE INVOLVED IN PNB FRAUD

Further to the meeting of UFBU held at Mumbai on 06.02.2018, another UFBU meeting was held at Chennai on 24.02.2018.

The meeting observed a minutes’ silence to pay homage to former leaders of UFBU Com. S R Bal (BEFI), Com. S R Sengupta (AIBOC) and Com.P.Lakshminarasiah (NCBE) who had passed away recently.

Talks with IBA: The meeting noted that in view of the disturbed situation in the banking sector on account of the recent PNB fraud, IBA had postponed the meeting scheduled for 21.02.2018 and it is expected that the meeting would be called within the next 2 or 3 weeks.

Our call for strike on 15th March: In view of the present situation in the aftermath of PNB fraud and the vitiated atmosphere in the entire banking sector, it was felt proper and accordingly decided not to proceed with the proposed strike on 15.03.2018.

PNB Scam: The meeting was seriously concerned about the manner in which a mega fraud has taken in place in Punjab National Bank and the way the Banks stand exposed to such unthinkable risks. However, the meeting noted that instead of full-scale investigation, attempts are being made to single out some few lower level staff as though they alone are responsible for entire fraud.

No one can hide the fact that there is gross negligence of control, supervision and monitoring as well as possibilities of complicity at various higher levels of management including the top officials of the Bank. Equally, one cannot absolve RBI for its failure to play its role and responsibilities which would have otherwise unearthed these irregularities much earlier.

The meeting felt that all efforts should be taken to restore the faith and confidence of the people at large in the Banks and to protect their hard-earned money in the Banks.

It was decided to undertake campaign programme amongst the public and also undertake programmes on the following issues and demands:
• Take tough action on all those invloved, connected and responsible for the fraud.
• Do not single out lower level staff
• Do not exclude RBIs’ role from the investigation.
• Avoid harassment of employees and officers by mass transfers
• Thorough probe by Joint Parliament Committee
• Restore people’s confidence in banking system.

It has been decided to hold Press Meet in all State Capitals between 5th and 10th March, 2018 to explain our standpoints and demands.

It has also been decided to hold a Dharna before Parliament at New Delhi on 21.03.2018 as a part of our programme to highlight our demands.

It was also decided to take up the issue with Chief Vigilance Commission about the misuse and wrong interpretation of their guidelines by some of the Banks thereby attempting to indulge in unwarranted mass transfers of employees and officers at this juncture.

11th Bipartite Settlement : Meeting of the Core Group (Workmen) was held on 6.9.2017

11th BPS – Talks held on 6/9/17
“Today , Meeting of the Core Group (Workmen) was held.

No decision was taken during the meeting on any issue. Financial matters (wage related) were not discussed. No offer on Salary Rise was made by IBA.

Out of nine Demands on Agenda, only Six were discussed. They are :

1. Leave Benefits : PL accumulation & Encashment, Sick Leave, ML, Child Care Leave, Sabbatical Leave, Paternity Leave, Extra Ordinary Leave were discussed. Only discussions took place. For Child Care Leave Unions to present a note to IBA during next rounds.

2. Women Employees : Improvements demanded by Unions in their Service Conditions was discussed.

3. Temporary Employees : Demand for their absorption in regular Service was taken up. IBA put it aside.

4. LFC : Demand for Improvement in LFC Entitlement was taken up for discussion. Nothing Materialised.

5. PENSION for post April 2010 Employees : Demand for Regular Pension to these Employees was taken up. IBA wants Unions to take up this issue with individual Banks.

6. COMPASSIONATE GROUND APPOINTMENTS : Union demand is proper implementation of Scheme. IBA says Scheme is already there as per Govt Guidelines. Implementation part Unions have to take up with individual Banks.

The following three issues as per Agenda could not be discussed. They were :

1. Increase in Transport Allowance / Reimbursement of Petrol Cost.

2. Provisions of Voluntary Cessation of Service.

3. Compensation on Transfer.

The next meeting of Core Group (Workmen) will be held on 3 rd October, 2017 at 11 am.
